The GreyHawk Landing CDD is a local, special purpose government entity authorized by Chapter 190 of the Florida Statutes as amended, and created by ordinance of Manatee County as an alternative method of planning, acquiring, operating and maintaining community-wide improvements in planned communities. A CDD provides the "solution" to Florida’s need to provide valuable community infrastructure generated by growth, ultimately without overburdening other governments and their taxpaying residents. Community Development Districts represent a major advancement in Florida’s effort to manage its growth effectively and efficiently. This allows a community to establish higher construction standards, meanwhile providing a long-term solution to the operation and maintenance of the community’s facilities.

CDD organization

GreyHawk Landing CDD is organized similar to other local governments in Florida, in that the legislative body is composed of a five-member board known as the Board of Supervisors. The Board establishes the policy of the District in accordance with Florida law. The Board, by law, must hire a District Manager and District Counsel. Staff members operate utilizing the same formalities as a County Administrator and County Attorney. The Board, through review of advertised Requests for Qualifications, ranks and selects a District Engineer to perform the engineering needs of the District. District Administration staff and the District Attorney administer the operations of the District and implement the Board’s policies and contracts.

District administration

The District Manager's responsibilities include:

Preparation and submittal of a proposed operations and maintenance budgets for Board review and action
Preparation of contract specifications for District operations, including community appearance, waterway management, street lighting and facilities maintenance
File all required forms and documents with state and local agencies
Attend all Board of Supervisor meetings – implement the policies of the Board
Additional duties as directed by the Board

Residents and property owners in a CDD set the standards of quality, which are then managed by the CDD. GreyHawk Landing CDD maintains many items in order to keep our community looking great. The CDD makes it possible for our community to offer the most desirable elements of a master-planned community. The CDD is responsible for the maintenance of the community amenities listed below.

Playground, tennis, basketball, fishing, baseball and soccer fields
Lagoon-style pool with waterslides, waterfall and spa
Fitness center
Wilderness trail
Maintenance of the turf, trees and palms, shrubs and annuals, irrigation system, trash pick up and entrance monuments are all the responsibility of the CDD.

The CDD is responsible for oversight and maintenance of the waterway system for the GreyHawk Landing community, as well as control structure monitoring and repairs. The waterway system consists of multiple acres of open waterways and planted wetland and upland mitigation areas.

Lakes are inspected and/or treated monthly. Wetlands are treated annually for invasive growth. Wetland success reporting is submitted semi-annually to governmental regulatory agencies.

HOA

GreyHawk Landing is represented by the GreyHawk Landing Property Association, Inc. (HOA). The HOA will have a fairly limited role, but a critical one. The Association will monitor, maintain and enforce all deed restrictions and covenants and the strict architectural guidelines set by the Architectural Review Committee (ARC). In the future, the Association may also operate a variety of activities located at the clubhouse and other amenity facilities. Currently the HOA is controlled by the Developer. Membership in the Association is mandatory and, therefore, access to any HOA managed/financed activities and events are automatic on a preferred "first-come, first-served basis."Among the services provided by the HOA are:

Architectural reviews
Enforcement activities

In order perform its responsibilities, the Association will collect fees from Association members, but by limiting the role of the Association, fees are kept at a minimum. The fees are determined by the Association's annual operating budget adopted by the Board of Supervisors, based on a fiscal year starting January 1. The activities and programs will contribute to the determination of the budget. The bill is sent out in January for the current year. At present, there are no Fee Assessments for the year 2006.
